Deck bulge at forestay plate

Ive put this in the general forum as it may apply to any type of Trapper. The area around the forestay plate has a slight bulge. The gel coat has cracked. Does this indicate this point could fail? What’s the best strategy to remedy this.

Nick : you  don't say which Trapper model you refer to.
On my T300 Star Trapper there is a solid stainless steel fitting underneath the grp which fits between the toe rail & hull on both sides. Fore stay chain plate bolted to this. Touch wood as solid as a rock
